EOR vs PEO

PEO doesn’t legally exist in Bangladesh. Here’s what does.

A quick, honest read on why the “PEO” model that works in the US doesn’t map onto Bangladesh law — and which real structure fits your hiring plan.

Clearing up a common confusion

“PEO” usually doesn’t mean what buyers think in Bangladesh.

In the US, a Professional Employer Organisation (PEO) shares the legal employment burden under a “co-employment” model. That structure has no direct equivalent in Bangladesh law. In practice, foreign employers here choose between two real options:

Employer of Record (EOR)

A locally-licensed company (us) becomes the sole legal employer. You don’t need a Bangladesh entity. You direct the work; we bear the legal and compliance obligations.

Payroll outsourcing (with your own entity)

You register your own Bangladesh entity and remain the legal employer. We (or another vendor) process payroll and file NBR / PF returns as your service provider. There is no shared-employment concept — you are the employer.

Why co-employment doesn’t work here

The Bangladesh Labour Act 2006 recognises a single, direct employer-employee relationship for statutory obligations (PF, gratuity, notice, dismissal). Multiple parties can share the operational relationship, but the legal employer must be one entity — and that entity must be Bangladesh-registered for local-employee payroll. That's why the correct answer for foreign employers is EOR, not PEO.

What most buyers are actually asking when they say “PEO Bangladesh”

From our sales conversations, buyers who search for “PEO Bangladesh” want one of three things:

  1. “Hire employees fast without opening an entity.” → You need an EOR. That's us.
  2. “Outsource payroll but keep my entity.” → You need payroll outsourcing, not PEO.
  3. “Offload HR admin.” → You need HR outsourcing, standalone or bundled with EOR.

If none of those fit what you're trying to do, please send us a note describing the situation — we'll tell you honestly which structure fits, even if that means recommending you don't buy from us.

FAQ

Common questions

Do any providers advertise “PEO” services in Bangladesh?

Some do — often as marketing terminology carried over from the US market. Read the fine print: in nearly every case they are describing an Employer of Record (single legal employer) or payroll outsourcing, not a US-style co-employment PEO.

If I'm already a US company using a US PEO, how do I hire in Bangladesh?

Your US PEO covers only your US employees. For each Bangladesh hire you either (a) engage a Bangladesh Employer of Record like us, or (b) open a Bangladesh entity and process payroll locally. There's no US-PEO extension into Bangladesh.

Can I use a global “EOR platform” instead of a local one?

You can. Most global platforms subcontract Bangladesh to a local partner (sometimes to firms like us). The trade-off is single-invoice convenience vs. price and direct access to the compliance team. If you value the direct line and the ~USD 46k / year cost saving, use a local EOR.
